How do you deal with the fact that the Iraq war was started without Congress declaring war on the republic of Iraq? Vietnam is an even worse example. In a Constitutional Monarchy as we see it in Western Europe, Canada, Australiand or New Zealand, the Monarch would not be able to go to war.</description>
